The Türkiye Artificial Intelligence Action Plan (2026-2030) was published by Presidential Circular No. 2026/9 in the Official Gazette of 18 August 2026. The plan is built around four axes, Fark Et (Recognise), İstifade Et (Make Use), Üret (Produce) and Yönet (Manage), and its objectives include raising awareness of artificial intelligence, developing qualified human resources, strengthening data and computing infrastructure, and expanding the use of AI applications in the public and private sectors. The Medium-Term Programme (2027-2029), published on 6 September, envisages the wider adoption of AI-supported and autonomous production systems that monitor and improve businesses' use of energy, raw materials, labour and machinery in real time. According to the programme, support programmes will also be restructured to focus on investments that build productivity, technology intensity, high value added and export capacity.
TÜBİAD's assessment
In TÜBİAD's assessment, turning AI applications in production into productivity gains depends on three conditions being met together: production and process data must be collected regularly and reliably, the application must be linked to a specific business problem, and employees must be able to use the new tools as part of their daily work. In a business with weak data infrastructure, an AI investment may not deliver the expected benefit; for SMEs, the first step is therefore often to record core processes digitally.
At TÜBİAD, we address this area through three programmes. The Digital Transformation and Productivity Programme assesses the current situation of businesses in terms of processes, data and skills, and designs limited pilot implementations. The Free Software and Digital Services Programme for SMEs supports the recording of core processes. The Türkiye-Based Artificial Intelligence and Data Infrastructure Programme covers the needs analysis for AI capacity operated in Türkiye to serve education, research and business applications. TÜBİAD highlights the following steps for businesses:
- Defining the targeted process problem and a success indicator before implementation
- Setting up the basic infrastructure for collecting production and energy data regularly
- Involving employees in the design of applications, and short job-specific training
