Türkiye-Based Artificial Intelligence and Data Infrastructure Programme

To build and develop in Türkiye the artificial intelligence capacity to serve education, research and business applications, with components for running models, data storage, backup and technical operations.

Overview

The need addressed

The growth of digital services requires computing capacity, data management, specialist teams and operating costs to be addressed through a common technical plan.

TÜBİAD's role

Gathers shared usage needs; coordinates technical expertise, resource planning and implementation teams; links capacity decisions to usage findings.

Work plan

Three work packages

Each project within the programme is designed around the following work packages; the people responsible for each work package and its delivery dates are set out in the project file.

  1. Work package 1

    Demand and technical design

    Use cases, concurrent demand, models suitable for local deployment, licence terms, and hardware and specialist requirements are assessed.

  2. Work package 2

    Pilot infrastructure in Türkiye

    Model execution, application data, logs and backups are designed to be hosted in Türkiye. Access management, capacity, quality of service and operating costs are measured in the pilot.

  3. Work package 3

    Service launch and operation

    Arrangements for capacity sharing, monitoring, support, updates and service continuity are put in place. The scope of the service is developed in line with pilot findings and the resource plan.

Indicators

What do we monitor?

  • Response quality and latency in defined scenarios
  • Resource use and operating cost per transaction
  • Service availability and successful restoration from backup

Numerical targets for the indicators are set together with the scope and baseline measurement of each project.

Continuity and sustainability

Hardware renewal, energy, hosting, specialist team and maintenance costs are addressed in a single plan. Capacity increases are decided on the basis of measured demand and service needs.

Programme management

Who is responsible for what?

The programme is run within TÜBİAD's decision-making and reporting framework. Roles and resources are defined in writing for each project.

Decision and approval Board of Directors

Approves project decisions and the budget; reviews the programme as part of portfolio reviews.

Programme coordination Digital Transformation and Artificial Intelligence Directorate

To support the digital transformation of businesses and to develop artificial intelligence capacity operated in Türkiye.

Design and resources Project Development and Funding Programmes Directorate

Manages the project file, the resource plan and support calls together with the programme's coordinating directorate.

Monitoring and reporting General Secretariat

Tracks the timetable, decision records and periodic reports, and presents progress to the Board of Directors.

How can you contribute to this programme?

The business community, associations, foundations, universities, ministries and public institutions can take part in the programme with their own expertise and capacity. Contributions can be defined as expert time, technical capacity, field access, a venue or financial support.
