Overview

The need addressed

For a project idea to be implemented, its rationale, target group, partners' roles, budget and post-project continuity must be clarified in a single file.

TÜBİAD's role

Runs project development sessions; coordinates expert and institutional contributions; supports project owners with application preparation, implementation monitoring and reporting.

Work plan

Three work packages

Each project within the programme is designed around the following work packages; the people responsible for each work package and its delivery dates are set out in the project file.

  1. Work package 1

    From idea to project design

    The problem, target group, expected benefits and implementation options are assessed together. Work packages, deliverables and responsibilities are defined.

  2. Work package 2

    Resources and partner contributions

    Expert time, technical capacity, implementation settings and financial requirements are identified. Suitable support calls and options for institutional contributions are examined.

  3. Work package 3

    Application and implementation support

    The project file and partnership documents are prepared; changes, deliverables and reporting obligations are tracked during implementation.

Indicators

What do we monitor?

  • Completeness and feasibility of the project file
  • Clarity of partner contributions and resource conditions
  • Timely acceptance of deliverables and completion of reports

Numerical targets for the indicators are set together with the scope and baseline measurement of each project.

Continuity and sustainability

Post-project operation and maintenance responsibilities are defined during design. Knowledge gained during implementation is carried into new applications and into institutions' in-house project capacity.

Who is responsible for what?

The programme is run within TÜBİAD's decision-making and reporting framework. Roles and resources are defined in writing for each project.

Decision and approval Board of Directors

Approves project decisions and the budget; reviews the programme as part of portfolio reviews.

To turn needs into feasible projects and match them with suitable resources.

Design and resources Project Development and Funding Programmes Directorate

Manages the project file, the resource plan and support calls together with the programme's coordinating directorate.

Monitoring and reporting General Secretariat

Tracks the timetable, decision records and periodic reports, and presents progress to the Board of Directors.
