According to an announcement by KOSGEB on 28 August, the scope of the Employment Protection Support Programme has been extended. Under the new arrangement, large enterprises as well as SMEs whose main or secondary activity is in manufacturing can benefit from the programme, and the financing support covered by KOSGEB has been raised from 10 to 12 percentage points. The loan ceiling has been set at TRY 50 million for SMEs and TRY 150 million for large enterprises, and applications are accepted between 1 September and 31 October 2026. According to KOSGEB data, TRY 11.2 billion in support had been provided to 17,843 businesses under the programme as of August. On 7 September, KOSGEB also opened the first 2026 application period of the Global Competitiveness Support Programme; in this programme, whose criteria include activity at a medium-high or high technology level and export growth, the loan ceiling per business is TRY 75 million and non-repayable financing support is applied at 20 percentage points. The Medium-Term Programme (2027-2029), published on 6 September, also lists among its measures increasing credit guarantee capacity with priority given to SMEs, and reducing collection risks arising from deferred-payment sales.
TÜBİAD's assessment
In TÜBİAD's assessment, the broader scope of support programmes is not in itself decisive for access to finance; businesses also need to be able to prepare a project file that meets the application requirements and sets out expenditure items and a repayment plan clearly. Cash flow planning, collateral and the documentation of expenses covered by the support are the main issues to be clarified before applying.
