Medium-Term Programme 2027-2029: priorities for productivity, manufacturing and exports

The Medium-Term Programme (2027-2029) was published in the Official Gazette of 6 September 2026. Together with a growth forecast of 3.3% for 2026, the programme sets out priorities for productivity, the production and export capacity of manufacturing industry, and SMEs' access to finance.

The Medium-Term Programme (2027-2029) was published in the Official Gazette of 6 September 2026. The programme puts the growth forecast for 2026 at 3.3% and expects total factor productivity to contribute 1.2 percentage points to this growth. Growth targets are 4.2% for 2027, 4.6% for 2028 and 5.0% for 2029; year-end consumer inflation is forecast at 28.4% for 2026, with targets of 21%, 13.5% and 9% for 2027, 2028 and 2029 respectively. Goods exports are projected at USD 282 billion in 2026 and USD 316 billion in 2029.

The programme treats safeguarding the production and export capacity of manufacturing industry as a separate policy heading. Under this heading, it includes measures to increase credit guarantee capacity with priority given to SMEs, to expand support mechanisms that will accelerate efficiency investments in energy-intensive sectors, and to train intermediate-level qualified technical staff in organised industrial zones. According to the programme, productivity-focused policies are expected to raise the potential growth rate by around 0.5 percentage points over the programme period.

Productivity gains require monitoring energy and raw material use, digitalising processes and developing employee skills together.
